During major floods, portions of the existing Reservoir Spillway Road and Borrow Site Roadways washed out. Rebuilding the gravel roads in mountainous terrain was no easy feat. Rebuilding the Spillway Access Road entailed installing Gabion basket retaining walls along the embankment slopes and the sides and bottoms of channels, drain outlets, and ditches. This work required erosion control blankets and seeding to mitigate slope erosion. Extensive site preparation, roadway reconstruction, culvert replacement and final grading were required getting to get Borrow Site Roadways up and running.
